Cost of Attendance Appeal
A formal request to a college’s financial aid office to increase the published Cost of Attendance for a specific student due to documented expenses that exceed the school’s standard budget allowances, such as medical costs, disability accommodations, or unusual transportation needs.
What it means
A COA appeal is different from a financial aid appeal. A financial aid appeal asks for more money. A COA appeal asks the school to raise the ceiling so more aid can fit under it. The distinction matters because raising COA does not automatically produce more aid. It creates room for additional aid to be packaged without triggering an overaward.
Schools set standard budget allowances for indirect costs like transportation, personal expenses, and medical costs. If your actual costs exceed those defaults, you can submit documentation and request a higher COA. Common qualifying situations: the student has a documented disability requiring accommodations not covered by the school, the family lives far enough away that the standard transportation allowance is unrealistic, or the student has ongoing medical expenses.
COA appeals are processed under professional judgment authority, which means the aid officer has discretion. The approval rate depends on the documentation quality and how far the request deviates from the published budget. Schools grant these more often than families realize because the school is not writing a check, just raising a number.
Worked example
A student attending the University of Arizona lives in New Jersey. Arizona’s published COA includes a $2,000 transportation allowance, but two round-trip flights per year actually cost $3,400. The family submits a COA appeal with flight receipts from the prior year. The aid office raises the transportation budget to $3,400, increasing COA by $1,400. That extra $1,400 of headroom means a $1,400 outside scholarship the student won can now be packaged without displacing existing institutional aid.
