The leadership awards substitute for the academic ladder rather than adding to it: Eagle Scout replaces any primary academic scholarship; the Boys State Citizen-Leader award replaces a merit award below $25,000/yr (or, if merit is $25,000+/yr, adds only $1,000/yr).
