Only the Foundation Scholarship covers full 'cost of attendance.' The University Merit Scholarship covers 'university tuition' (not housing/food), and Climb Higher is a flat dollar amount, not a percentage of any bill.
Foundation Scholars are chosen only from the 20 Bucklew Scholars — 5 per year. The real first step is the Bucklew application (admitted by Jan 20), which is separate from the automatic merit review.
