Norwich only displaces institutional aid when the package would exceed COA. In plain dollar terms, that means an outside award only starts cutting institutional grant once the total package exceeds the COA worksheet.
home.norwich.edu lists Academic Awards (Presidential / Provost / Trustee / Dean's / Academic Recognition) — Spring 2026 to Fall 2026 as the baseline automatic award that any outside scholarship will sit on top of.
Suppose you've stacked Norwich's institutional merit + housing scholarship to a combined value within ~$5,000 of cost of attendance. You then win a $5,000 outside scholarship.
What Norwich does
Because total aid would exceed cost of attendance, Norwich reduces its institutional contribution by the amount that pushes you over. The outside award fills the cap, not the family wallet.
Family takeaway
For the highest-merit students at COA-cap schools, outside scholarships can mathematically displace institutional aid once the package is near full-COA. Run the cap math before applying.

Treating the Academic Award tiers as fixed dollar amounts.
Every tier is 'up to.' The page warns that only 'students who do not receive outside scholarships are typically eligible for the maximum value,' and 'tuition-based external awards and scholarships are taken into consideration first' — an outside award can pull your Norwich award below the headline number.
Expecting aid above billed charges.
'Norwich financial aid will be reduced if combinations of grants and scholarships from all sources exceed the billed charges' (tuition, fees, room and board). Norwich gift aid never covers external costs.
Assuming an ROTC scholarship stacks on top of the academic award.
It replaces it: 'Academic awards are not retained under the ROTC policy... Students do not retain other Norwich aid (including academic awards) in addition to the ROTC, General I.D. White and Pell Grant.'
